Why don't you use a company like
1&1.comYou can buy a domain use there website builder and you should be up in 24 hours, isn't particularly difficult. Doesn't cost much money and you can alter there templates quiet a lot.
I setup this
website a while back, all I did was place an image in the top bar and added the texts and pages in there builder. It did what we needed to be confirmed for some leagues.
If your very confident in your tech skills then why not try
joomla its open source so its free however you will need a webserver to stick it on.

Now if you want to tinker around with it I suggest you download
xampp which basically works as a web server on your PC. Its great for testing and developing without the need to have access to a server.
